Outside of an International Airport, where could I take foreign currency for conversion?

Most banks will change for you although their rates are not so good.
Authorised / legal money-changers can give you a better rate. You can compare and get the best deal.

You can take them to your nearest bank and they can convert them to dollars for you.

To get the best exchange rate, wait until you arrive at your destination. While most major airports feature a currency exchange desk, you are likely to get a better rate directly from an ATM machine affliated with a major bank.

I would also add, that you can change travelers checks into foreign currency for a pretty good rate.
