Whoever changes your money charges for the service. There is no way around it. Know what you are paying - on your debit card, on your credit card - when you buy travelers' checks, when you change via a bank. For individuals generally the cost is less when using an ATM, or even when using a credit card (though this varies) than exchanging through a bank. And travelers' checks are almost always a bad choice unless your currency is getting stronger.
